As the past Chairman (1993-98) and recently reappointed member for the City of El Paso Building Board of Appeals, he has gained a great knowledge of the various building codes and regulations necessary for the success of any project. Currently, he is the Chairman of the City of El Paso Brownfield’s Redevelopment Board and a member of the Building & Standards Commission. When the El Paso International Airport underwent extensive renovation, Mr. Dalbin was awarded the contract for the design of all retail and restaurant concessions. Two of the concessions (Jake’s Coffeehouse & Newsstand and WWW.Gifts) won national awards from the North American Association of International Airports in 1999. Frederic Dalbin’s experience includes design and construction administration services for private clients, as well as various Independent School Districts and the University of Texas at El Paso. His latest project at UTEP, the rehabilitation of the Seamon Hall (1927), one of the oldest buildings on campus, into the new Rubin Center for the Visual Arts received the AIA El Paso Chapter 2004 Honor Award. Other historic rehabilitation projects include the Union Fashion Center in downtown El Paso, which received the 2003 Merit Award from the El Paso Preservation Alliance for creative re-use of a Historic Landmark. Mr. Dalbin specializes in problem solving tailored to the needs of the clients. Whether the issues are functional, aesthetic or structural, his approach takes into account cost as well as life cycle analysis to arrive at the best value for the Owner.
